Definitions: Bullying, Cyberbullying & Harassment

At Liberty Hill ISD, we believe every student deserves to learn in a safe, respectful, and supportive environment. Below are definitions based on Texas Education Code and district policy to help our community understand the different forms of harmful behavior and how to recognize them.

Bullying

According to Section 37.0832 of the Texas Education Code, bullying is defined as a single significant act or a pattern of acts by one or more students directed at another student that exploits an imbalance of power. Bullying can include written or verbal expressions, electronic communication, or physical behavior that:

  • Physically harms a student or damages their property, or places them in reasonable fear of harm;

  • Creates an intimidating, threatening, or abusive educational environment;

  • Substantially disrupts the educational process or the orderly operation of a classroom or campus;

  • Infringes on the rights of the victim at school.

Cyberbullying

Cyberbullying is a form of bullying that takes place through digital or electronic communication. This includes, but is not limited to:

  • Text messages

  • Emails

  • Social media platforms

  • Internet websites

  • Messaging apps

  • Other internet-based communication tools

Cyberbullying can occur on or off campus and has serious impacts on a student’s mental and emotional well-being.

Harassment

Harassment involves conduct that is so severe, persistent, or pervasive that it interferes with a student’s ability to learn or participate in school activities. This behavior may:

  • Create a hostile, intimidating, or offensive educational environment;

  • Substantially interfere with academic performance;

  • Target aspects such as race, religion, national origin, disability, gender, or other protected characteristics.

Examples of harassment may include:

  • Threats, intimidation, or verbal abuse

  • Name-calling, slurs, or spreading rumors

  • Offensive jokes or gestures

  • Unwanted physical contact

  • Vandalism or theft

  • Sexual harassment, such as unwanted touching, advances, or inappropriate comments
