What’s Changing with Discretionary (Planned) Leave on Blackout Days
Starting January 1, 2026, campus employees may take discretionary (planned) leave on a blackout day as long as all three requirements are met:
- The request is submitted at least 3 workdays in advance.
- A sub picks up the job in Red Rover before approval.
- Your campus has an available discretionary slot for that blackout day.
Employees must submit a K12 Form if they are requesting discretionary (planned) or nondiscretionary (unplanned) leave on a Blackout Day.
If any of these steps are not met, the absence will be docked.
Leave Overview
Nondiscretionary (Unplanned)
For unexpected situations like illness, immediate family illness, emergency needs, a death in the family, active military service, or short-notice UIL playoff events for a spouse or child. If this happens on a blackout day, documentation is required.
Discretionary (Planned)
For absences that can be scheduled ahead of time.
Discretionary Leave on Regular (Non-Blackout) Days
- No changes were made to this process.
Discretionary Leave on Blackout Days
You may take discretionary leave on a blackout day only when:
- The request is submitted at least 3 workdays in advance.
- A sub picks up the job in Red Rover before approval, or the absence is entered if no sub is needed.
- Your campus has an available discretionary slot:
- Elementary: 6
- Middle School: 6
- Liberty Hill High School: 10
- Legacy Ranch High School: 5
These numbers are firm. Once the limit is reached, no additional discretionary absences can be approved.
If any step is missed, the absence will be docked.
Nondiscretionary (unplanned) Leave on Blackout Days

When Docking Occurs
Docking will occur when:
- Discretionary leave on a blackout day does not meet all three requirements.
- Nondiscretionary leave on a blackout day is not supported with documentation.
- More than 3 consecutive discretionary days are taken.
- An absence is taken without proper submission or approval.

FAQs
1. What does “securing a sub” mean?
A sub has accepted your job in Red Rover. Entering the job alone is not enough.
2. How do I know when a sub picks up my job?
Red Rover will show the job as filled, and you’ll get a notification if alerts are turned on.
3. Do I need to call subs?
Not required, but it may help. If you secure one directly, enter it in Red Rover.
4. What if I submit early but no sub picks it up?
The absence cannot be approved. On blackout days, this results in docking.
5. Why do blackout days have limits?
To make sure campuses stay staffed during key instructional days.
6. Can campuses adjust the limits?
No. Once full, the day is closed.
7. What if I have an unplanned situation on a blackout day?
Submit the absence, complete the K12 Form, and upload documentation. If the reason doesn’t qualify or documentation is missing, the day will be docked.
8. What if I forget to submit 3 workdays early?
The absence will not be approved. On blackout days, this results in docking.
9. Can I take more than 3 days in a row?
Yes, but discretionary days beyond 3 will be docked.
10. Why do we have limits on blackout days?
The limits make sure each campus has enough staff on days when absences have the biggest impact. By capping the number of discretionary requests, we can keep student supervision, safety, and campus operations running smoothly. The limits also keep the process consistent across the district, so every campus follows the same rules.
11. Why do we have blackout days?
Blackout days fall before or after holidays or on professional development days when campuses are already stretched thin, and subs are hard to secure. These limits help make sure we have enough staff for student supervision, safety, and smooth operations during those high-impact times.
12. When do I need to submit a K12 Form?
Any discretionary (planned) absence that is over 3 consecutive days, or if a discretionary (planned) or nondiscretionary (unplanned) absence falls on a blackout day.
13. Why do we have limits if everyone has a sub?
Even with subs, too many people out at once leaves gaps in supervision and campus coverage. The limits keep campuses safe and running smoothly, and make sure the process is fair across the district.
14. What if my position doesn’t usually get a sub? Will I be penalized or unable to take off?
No. If your position doesn’t typically require a sub, you’ll still count toward the campus limit, but you won’t be expected to secure a sub. You still need to submit the request 3 workdays in advance and enter the absence in Red Rover for approval.

Liberty Hill ISD: Blackout Days – Fall 2025
Blackout Days are designated dates on which personal leave is not permitted due to the critical nature of staffing needs or district professional development requirements. Employees are still limited to using no more than three consecutive leave days at a time.
District-Designated Blackout Days include:
- The day before and the day after a school holiday, when the day is one on which students are present.
- District-wide professional development - Oct 3 (all day), Nov 14 (am only), Jan 23 (am only), May 26 (all day), and May 27th (all day).
- Campus-specific days (Principal will notify their employees by 8/1 annually).
Personnel Impacted: These guidelines apply to forward-facing, student-related campus roles, including:
- Teachers, Counselors, Paraprofessionals, Librarians, Nurses, Principals, Assistant Principals, Campus Office Staff
For District PD Days Only - Exclusions (only if district PD is not scheduled for your position - Summer Learning Conference is excluded from exclusions)

- Personal illness
- Medical procedure (does not include dental cleanings or routine checkups)
- Religious observance
- Immediate family emergency
- Wedding where the employee is a member of the wedding party
- Wedding of immediate family member
- Graduation (for the employee or an immediate family member)
- District-sanctioned UIL event (for child or spouse)
- Military event
- Funeral for an extended family member
- Birth of a grandchild
Documentation will be required to verify any of the allowable exceptions listed above. Employees must submit appropriate supporting documentation (e.g., doctor’s note, event program, travel itinerary), and leave must be approved to avoid docked pay for an absence on a blackout day.
