House Bill (HB) 1842, passed during the 84th Legislative Session, permits Texas public school districts to become Districts of Innovation and to obtain an exemption from certain provisions of the Texas Education Code.
To qualify, an eligible school district must adopt a five-year innovation plan according to the Texas Education Code.
This bill allows traditional public schools to have some of the same local flexibility that public charter schools have always been allowed. This bill also allows school districts to amend their plans at any time during that span of time.

A District of Innovation is a designation that allows Texas public school districts to access many of the flexibilities available to open-enrollment charter schools. This status, authorized by House Bill 1842 in 2015, enables districts to tailor educational practices to better meet local needs by exempting certain state mandates.
