Liberty Hill ISD response regarding the letter from the Texas Attorney General's Office

LIBERTY HILL, Texas On Thursday, October 23, 2025, Liberty Hill ISD received a letter from the Texas Attorney General’s Office regarding the District’s Proposition A website. In the letter, the Attorney General specifically took issue with a press release posted on the website, which contained the following statement, “Prop A is about restoring what was lost—programs, resources, and staffing—so that we can deliver the level of education that meets Liberty Hill ISD’s vision of building champions in academics, character, and community.” Although this statement and the press release pre-dated the ordering of the Proposition A election, the Attorney General claimed that the statement constituted “electioneering” and/or “advocacy” for approval of Proposition A.

In every special election, Liberty Hill ISD engages with outside legal counsel to ensure compliance with election law and ethics. During the Proposition A election, the District drafted voter communications based on legal guidance and ethics training.

Liberty Hill ISD sent a response letter to the Attorney General on October 27, 2025. In the letter, the District explained that it had an affirmative duty to educate voters about the purpose of the Proposition A election and that the “purpose” of the measure was, in part, to fund programs and services that were previously reduced or cut due to inflation and funding limitations. Because addressing funding limitations was the factual purpose of the election, the press release statements did not qualify as “electioneering” or “advocacy” under the law. Nonetheless, the District agreed to remove the press release from its website. The Attorney General did not respond to Liberty Hill ISD’s letter.
