LHISD Board of Trustees Approves New Chief Construction, Facilities, and Operations Officer

LIBERTY HILL, TEXAS - Liberty Hill ISD is excited to announce the hiring of Mark Willoughby as Chief Construction, Facilities, and Operations Officer following Monday night’s board meeting on April 17, 2023. This is a new position to Liberty Hill ISD.
Prior to becoming the Director of Facilities Planning and Capital Improvements in Hutto ISD, Mr. Willoughby served as the principal of Farley Middle School for three years after spending 18 years in Bastrop ISD. He graduated from Howard Payne University in 1992 with a degree in English and physical education. He then obtained a Master’s in Education Administration from Concordia University in 2008.
His first 16 years in education were in the classroom as an English teacher and head baseball coach. After earning his Master's Degree, he transitioned into different administrative roles at the high school, middle school, and district levels.
Willoughby’s wife, Nicole, is a counselor at Bastrop HS. The couple has two children, Alicia, a third year student at Baylor Law School, and Mark Edward, a senior at Howard Payne University. Mark and Nicole have served at River Valley Community Fellowship for 14 years.
As the CFCO, Mr. Willoughby will be responsible for the overall management, strategic planning, development, evaluation and implementation of health services, construction projects, district maintenance, warehousing, and transportation functions.
"What an honor it is to be here as I work for an audience of one, but I serve many," said Willoughby. "I don't take this position lightly and I look forward to representing Liberty Hill ISD, to being a good steward of our resources, and to continuing the tradition of Liberty Hill ISD being champions."
